Portland -- nice, rainy, not TOO big, expensive, snows every other year if we're lucky (well there's Mt. Hood about 60 miles away)...
As for the roses.... yeah , there are a lot of roses here, but um, the little town I lived in Croatia (1500 people o_O) had more roses in one neighborhood than the whole city of Portland combined.
We have good colleges and unis!! :)
If you want to study international relations and politics Lewis & Clark College (my skool!) is th eplace to go. Medicine?? OHSU baby!!! Right up the hill!!
Many pretty bridges. Easy transportation...bunch of rivers... IT's snappy!!!

Eugene, OR -- stay away from there..... it's awesome if you visit it...not if you live in it!!! Going to school there ain't that bad.. Uni of Oregon is pretty good (I wish I ran track for them)
